Actually USD3.5b is so high price should be already based on residential or commercial rate so a portion of land can be rezoned for residents needs indeed.

Ya in fact USD3.5b is overpriced for land zoned as non residential non commercial “special use of green space”. Should be given at least 50% discount. If in mudland, this kind of zoning can get USD350m the most.
