Those little details on the package of food products

I often see little details like the composition of the ingredients, nutritional facts, country of origin etc.

Are these details required by importers ?

For example, if I want to sell a packet of 3-in-1 coffee which is made in Malaysia, and I intend to export it to Singapore. Who determines the details of such information to be presented on the packaging ? The importer or MTI ?
