Former Navy chief Rear Admiral (RADM) (NS) Chew Men Leong takes over as Chief Executive of PUB starting December 2011.
Rear Admiral Chew Men Leong is the Chief of the Republic of Singapore Navy (RSN) from 31 August 2007 to 29 March 2011.[1] RADM Chew handed over the Chief of Navy post to RADM Ng Chee Peng during a ceremony held at Changi Naval Base on 29 March 2011.[2][3]
RADM Chew holds a Bachelor of Engineering from the Imperial College of Science, Technology and Medicine, United Kingdom, as well as a Master of Science (Management) from the Leland Stanford Junior University, United States.[4] In 1985, he graduated from Raffles Junior College and joined the SAF in December 1985.[5][6] And in 1987, he was awarded the SAF Overseas Scholarship.[4][6]
In the course of his military career, RADM Chew has held amongst others, the appointments of Head Naval Operations Department; Fleet Commander; Head Joint Plans & Transformation Department; Commander for RSN's 1st Flotilla; Commanding Officer for RSN's 188 Squadron, Commanding Officer for Victory-class corvette RSS Vigour (92) and as Executive officer for Sea Wolf-class missile gunboat RSS Sea Lion (P77).[4]

Both VB and PUB are right in their own ways. Ponding is accumulation of water not drained off in a curvature or a basement. Flooding is accumulation of water not drained off on street level or sea level, even if just ankle high. Both are right. Singapore has both ponding and flooding!
I understand the lee family are afraid of generals and find the need to bride them, so that in case of revolution, the present generals will fire at the sinkies, but i think they are overdoing it. Promote too many military men for work that they do not have the skill to handle. Does steve jobs make a good general no, so dun expect patton to be good at apple.

Dr Vivian Balakrishnan already said in parliament that PUB should not had used the term "ponding" and to call a spade a spade ie flooding is flooding. Vivian knew he had to say this in parliament not just because of the public anger against this but because in the construction industry, "ponding" means accumulation of pools or puddles of water due to rain coming into the building through open accesses such as verandahs, windows or gaps in between ceilings, and not due to water flowing in from the roads after the drains have been full. PUB initially denied Liat Towers management claim that Stamford Canal was overflowing and hence the flow and therefore said it was "ponding". But PUB's own investigation after Liat Towers open defiance publicly showed that Stamford Canal had indeed overflowed that day and no choice but to admit it. Hence Vivian cannot use this "ponding" term also and had to instead castigate PUB in parliament instead. My intention in posting this is not to put you down but to ensure that other forummers would not be misled into thinking the term "ponding" and "flooding" are interchangeable and both can be used in the same situation. PUB was simply trying to put a defence by using such a term but had been proven wrong.
As a side point, it is good to see Liat Towers management going head to head with the PUB. In the past, people simply accept what the authorities tell them but there is now a growing trend to take the PAP and their cronies on. Hope more and more s'poreans will be doing that.
