US and UK are wary of a resurgent germany being too friendly to russia. Both if they cooperate can rival US as a superpower economically and militarily. A threat to US dom8nance ad had to be destroyed.
When russia withdrew from east germany, the UK PM was worried about germany. But Germany decided not to accept the eastern territory of Kaliningrad ( Konigsberg) back as its had more Russians than germans and till today, remain as part of russia.
