Our PAP government had been telling Singaporeans since day 1 that we need to constantly upgrade ourselves. As a matter of fact PAP also gave grants, incentives and loans to Singaporeans to upgrade. If provision shops and the owners do not upgrade how to blame PAP gahmen?
