The modern principle for national defense is total defence, not just military defence. That is why we have civil defence. Total defence comprises Military Defence, Civil Defence, Economic Defence, Social Defence and Psychological Defence. http://www.totaldefence.sg/imindef/mindef_websites/topics/totaldefence/about_td.html. So the defence budget should also be spent on economic and social as well.

Actually, not an entire joke. For example, if 1 billion dollars was spent on rehabilitative medical research on NS men suffering ankle, leg and hip joint problems, the successful products can be transferred to the civilian sector, with the higher grade kept as military product. Our aging population can benefit like hell, and the product becomes an industry for domestic and export. How to do it? Simple. I know our chaps here are myopic researchers. So go search for already or close to completed research products elsewhere, buy it down, claim your research and hey presto. So for total defence, I have handled the military, economic, social, civil defence and as morale increases through better health and wealth, we achieve psychological defence. 1 stone kill 5 birds. This is called the multiplier effect. Hire me better than the million dollar minister or civil servant. You pay limbeh quarter million, I get the job done.

Know that. Employ spastics ( I mean spastics, not educational level determined) at low to mid high level positions. Many have no moral fibre and are the source of petty to mid range corruption.
