Entitlements goes both way.

The risk takers feel that because they are given equal opportunities and take risks, they are entitled to the best in life, even if the original opportunities no longer exist. (Eg current pensioners who after retirement, still gets 90-100% of their last salary - we call that "defined benefits")
These pensioners are living a better life then their kids who are now struggling with high mortgage, etc.

Those who are less well-off think that they should be given equality in social outcome. There is a question of whether they deserve the outcome. (Eg Getting unemployment benefits but refuse to become employable)

I said it many times, you cannot take away their entitle you gave them in a democracy. No democratic gov can survive it.
