I have mentioned the story of ah neh expat family once moved to the unit next to mine, and during Deepavali (Diwali?) they would put mini oil lamps along the balcony ledge. You would never see local born and bred kelings do that. 
Some offerings have mini Cadbury and kitkats.
I've seen groups of ceca kids grab them as soon as the chink adults leave
