That's not what I meant. I meant that they are notoriously poor in managing / controlling the numbers. Yes, I believe they must have done a lot of discretionary selection you mentioned, but having done that, there is nobody no agency then to tally up and get a consolidated figure at any one time. The NPTD is the body that has now been created to do just that, so it is an admission of their mistakes. In the recent past, every Minister, clown seems to have his own tap and they were all freely flowing. But now, a main tap has been installed upstream of all the taps, and then now everybody is complaining - employers, SMEs, SBF, etc. If they intend to open the main tap again, then they had better close off some of the other downstream ones, or else, come 2030, we again will be flooded.

You got it wrong. The pap is notoriously good at managing inflow. They even sponsor many trips overseas to convince and attract migrants to consider singapore. The inflow is entirely within their control, down to individual immigrant's application form. In fact a single PR can even be revoked if the old man says so, as Ryan goh found out. Even Obama also cannot unilaterally revoke green card of any individual without solid basis backed by law, but old man can if he deems you a nuisance.

The ICA can stem the approval of work passes today if they want to.

They definitely know what is happening, and even if no one bother to ask for a regular report pre 2011, surely LHL should have the monthly report post GE 2011. It is a simple matter for pulling out their database because ICA already know who they issue PR and work permits to. They have databases of age, sg addresses, employer, salaries and many more info on all foreign workers.

Yet, post 2011, foreigner invasion continued at same pace.

It is interesting that this is not a target, because the number really depends on the increase in foreign immigrants, which should be under government's control. Are they now saying that they cannot control the intake?

Considering that the book never even mentioned about how they are going to grow the economy to cater for 6.9Mil people, the author and planner of this book have certainly failed to see the big picture. How did he derive the 6.9Mil people in the first place?
