I wonder what an ordinary Singapore can buy with US$3 billion (S$4.5 billion?) :

Chay kuay tiao = 1,500,000,000 plates
At $3.00 per plate, it can buy you one and a half billion plates of your favourite hawker food, with extra hums. In my lifetime and the next, I can feed my families for generations to come!

But Temasek cash out this shares might be use to fund other area.
Another reason it might be running out of cash.
