Taxi commuter dulan with 2 taxi drivers at Harbourfront

I was at Harbourfront. And 2 taxi drivers both going to tampines. They were there waiting for passengers only to their designated locations. Is this even considered TOUTING? One even have a wife passenger seated at the front. One uncle even went out the taxi asking all the passengers going where I felt like I was in JB... just curios - can meh like this????

Reflecting on the Covid-19 period, seeing taxis cruising without passengers was a common sight. During that time, drivers were more practical, less selective, and willing to pick up any available commuter who hailed them.
