Excellent observation. To make it worse, the 1/3 foreigners can become PRs later, and then the base of "non-foreginers" grows, and then the govt can take in again another 1/3 of a bigger pool, having added on the previous "1/3".
We have been screwed with the choice of words being used. Before we jump up and think they did some action, we have to ask, what is lump into foreigners?
Base on all previous wordings that they try to hookwind us. I bet foreigners would mean foreign workers only.
That means he is still correct to say if we had.
1/3 foreigners, 1/3 PR, 1/3 citizens. ( So, 1/3 foreigners may mean only 1/3 citizens and the rest is non-citizen ).
