Former presidential candidate Tan Jee Say has leased a three-storey building in Orchard Road and plans to host policy discussion meetings there.

Mr Tan occupies the second and third floors of 38 Orchard Road, a conserved building at Dhoby Ghuat, next to MacDonald House and a few blocks away from the Istana.

The premise was leased by a company owned by his wife Patricia and her businessman friend Mr Ng Meng Khoon, Chanson F&B.

Mr Tan has named the space Heart Beat and plans to host weekly police discussions there, reported The Straits Times.

He hopes to sign up 100 people for his policy discussion group by the end of the year.

The plan for the group is to meet regularly to research and brainstorm ideas, and draw a set of alternative policies by 2014, reported the paper.

These policies will then be offered to opposition parties for use in their manifestos for the next general election or submitted to the Government for consideration.

Mr Tan also hopes to use the space for workshops to groom future MPs and also plans to rent the space out to civil society groups and political parties at discounted rates, as well as offer tuition classes and a job placement service.

Secretary-general of the National Solidarity Party, Ms Hazel Poa, is helping Mr Tan recruit members.

She said that it is a way for opposition parties and independants to share resources.

The group already has a recruit - Mr Leong Sze Hian, former president of the Society of Financial Services Professionals.

He told The Straits Times that he sees it as a 'new vehicle' for citizens to express their views on policies.

"The more diverse the views, the better it will be in reviewing policies," said Mr Leong.

The premise which Mr Tan has rented is state property and was leased from the Singapore Land Authority (SLA).

The tenancy agreement states that the building is approved for 'restaurant and office use only', said SLA.

When asked if hosting political activities would flout the terms of the agreement, SLA said it was unable to comment without an application from the tenant with 'specific detailed information on the proposed sub-tenant and the exact nature and extent of the proposed uses'.

To date, SLA has yet to receive such an application.

Invitation is by Applications de. Anyway, is a good start. Hope it achieved the purpose of making PAP look bad in their policies.

As for SLA, go fly kite, they better get their internal accounts and control in proper to avoid another million dollars fraud repeating.
