Taiwan's One Album Wonder

Many of you may have heard this song, but not everyone will know who sang it.
The singer's name is Li Shou Quan (???), and as far as I'm aware, he has made only one album.
This song in particular, ???? has been sung by a number of other singers, and also used frequently in singing competitions.
