蔡英文總統（前）昨天表示，她與行政院前院長賴清德最大的不同是「我做總統比較有經驗」。
行政院前院長賴清德日前提及他跟蔡英文總統的三個不同，蔡英文昨天接受廣播節目「POP大國民」專訪表示，最大的不同是「我做總統比較有經驗」，對於賴強調自己有決斷力和執行力，蔡認為政治沒有絕對的明快或執行力的問題，很多事情要看當時的情況跟事情的複雜度。
賴清德上周在一場演講中提到，他自己和蔡總統的三個不同：尊重制度、可以傾聽民意、深入民間、有能力解決問題，以及他是可以打敗國民黨候選人，贏得總統大選的人。
蔡英文昨天回應，總統這個工作，確實需要一些歷練，她執政三年，打好國家下個階段需要的基礎，這確實是很困難的過程，碰到很多挑戰、批評。她也特別舉外交、兩岸與國防事務說，從一九九○年代晚期進入國安會後，她大概都是在這個領域裡，在所有政治人物裡，她的歷練應該是最完整的。
至於獨派提到的捍衛台灣主權，蔡總統說，捍衛主權不是講講而已，要看累積多少籌碼、有多少國際支持在後面，這才是重點。她過去三年很謹慎處理兩岸關係，國際上沒有人說台灣是麻煩製造者及挑釁，倒是對岸動作很多，他們相對來講是比較有挑釁的一方。
至於賴清德主張特赦前總統陳水扁，蔡英文說，這當然是總統權力，但也有法律條件要滿足，另一個就是社會對這個問題的看法，總統必須考慮社會觀感。她提醒，賴清德恐怕也要想一想法律限制，還有社會對這個問題的看法。

蔡英文政府執政滿三周年，國民黨智庫國家政策研究基金會昨天舉辦記者會，檢討蔡政府過去三年的國安成績單。外交部前部長歐鴻鍊指出，蔡英文總統應從「美國可以救我們」的迷思中覺醒；一旦中共動武，美國當然會協助我們，但當然也不會派他的子弟兵為台灣送死。
歐鴻鍊指出，蔡政府外交政策及對外關係主軸是聯美、日抗中。過去馬政府時代兩岸休兵，我方能以觀察員身分參與ＷＨＡ以及ＩＣＡＯ，但蔡政府連參與機會都被取消，美日都沒有能力從國際組織內部協助我們，只能會議上發言挺台。
歐鴻鍊說，邦交國三年斷五國，每次斷交都重申「不跟對岸進行金錢遊戲」，但外交預算大幅增加，非洲唯一邦交國編列十幾億元預算，尼加拉瓜就貸款一億美金，兩岸不改善、外交不休兵，金錢遊戲只會繼續玩下去，且金額愈來愈大。
歐鴻鍊指出，蔡總統的做法就是以迂迴方式改變現狀，透過華府公關推動美國國會通過友我決議案。這個做法大幅加值美國在中美對抗急需使用的台灣牌。一旦中共動武，他認為，美國總統川普是商人性格，他有「美國第一、美國優先」的思維，一定會快速決定出售先進武器，發台灣戰爭財的良機。
歐鴻鍊也提到，由日本主導的「跨太平洋夥伴全面進步協定（ＣＰＴＰＰ）」，日本口口聲聲說會支持台灣加入，但事實上，台灣加入的可能性幾乎是零。因根據章程，新會員的加入必須獲會員國全體一致同意，日本對於這些會員國的影響力遠低於中國大陸，而這些會員國絕大多數與中國大陸的合作關係十分密切，不可能不顧慮中國大陸的感受，給予台灣支持。
此外，在「區域全面經濟夥伴關係協定（ＲＣＥＰ）」方面，因是陸方主導，台灣更不可能參與。所以，蔡英文政府爭取參與國際性或區域性組織的努力，可說是完全挫敗。
