1) In the contract, it was stated very clearly that the contractor must ensure safety of the lines from debris or objects falling from construction site before starting construction. The construction process proceeded for 2 years without putting up such safety measures stated in the contract. Why no officials enforcement?

2) Contractor was previously fined for fraud or other crimes but was offered the contract. Why?

3) Railway company issue orders for contractor to stop work for the 2 days but contractor continue working despite orders to stop work. Who approve this work to continue?
