TAIPEI — At least 18 people died and 160 were injured when a train derailed in northeastern Taiwan on Sunday (Oct 21), authorities said.

Several carriages were overturned in the crash, which occurred in Yilan County near the coast on a line popular among tourists.


The government said the train had been carrying 366 people, and the Central News Agency said more than 30 were still trapped on board.

Footage on local TV showed rescuers and dozens of military personnel working through the wreckage on Sunday night in search of survivors, with ambulances stationed nearby.

The toll at 7.45 pm was 18 dead and 160 injured, the fire department said in a statement.

“We will use all our strength and efforts for the rescue,” President Tsai Ing-wen wrote on her Facebook page.

An investigation was under way to find out the cause of the accident, Taiwan Railways Administration said. “The train was in pretty good condition,” its Deputy Chief Lu Chieh-Shen told a news conference.

The authority was also checking to see if any foreigners were on board.

The derailment came weeks ahead of island-wide local elections that are being seen as a bellwether for Tsai’s ruling party’s performance in presidential elections due in 2020. REUTERS

台鐵今天傍晚證實,6432次普悠瑪列車下午4時50分在新馬站發生出軌翻覆事故,目前雙線不通。根據台鐵時刻表,出事的6432次普悠瑪列車每逢週日行駛,下午3時9分從樹林出發,終點站是台東。
台鐵已在下午5時起成立局本部一級應變小組,應變小組表示,6432次普悠瑪列車編組8車廂,初步調查8節車廂全部出軌,其中3、4、5以及7、8等5節車廂嚴重傾覆,第4、第5節車廂則是情況最為嚴重的兩節。
在普悠瑪的外部,除了有多輛車廂傾斜,還有部分車廂已經呈現90度的歪斜,車廂外觀更是傷痕累累、車窗破裂,甚至還有鐵軌從車窗穿出,而底部的車輪也歪斜變形,甚至已經離開軌道,許多前後車門都擠壓卡住,部分受困民眾只能從變形的車廂裂縫,或破碎的車窗掙扎爬出。
由旅客提供的畫面來看,鐵軌的彎曲相當嚴重,部分鐵軌甚至已經變形、插入車廂中,相當恐怖,列車上的乘客表示,在翻覆前就有多次緊急煞車的異常狀況,接著就聽到「碰」的一聲,列車就翻覆了,旅客根本來不及反應。
而車廂內部曝光的照片也可發現,裡頭同樣是一片狼藉,不但一整排的座椅都已經變形移位,甚至還有部分座椅翻覆,而車頂的天花板也有部分掀起,乘客們的隨身物品及行李更是散落一地,可見當時衝擊力道之大。
全列車旅客共366人,傷亡共計137人,其中17人送醫前死亡,29人送羅東聖母醫院、45人送羅東博愛醫院、44人送蘇澳榮民醫院、2人送陽明大學附設醫院全力搶救。

宜蘭縣代理縣長陳金德表示,事故發生後,宜蘭縣政府獲報後立刻啟動大量傷患救助系統,各大醫院協助搶救,警消、軍方、海巡署與鐵路局工務段都在場救援中。罹難者大體將先送往蘇澳榮民醫院暫置,由宜蘭地檢署檢察官相驗,另也要求鐵路局工務段務必連夜進行必要處理,讓交通儘早恢復正常。
陳金德也說,已指示宜蘭縣政府消防局指揮中心,持續在事故現場持續尋找是否還有受困或罹難的民眾,擴大搜索,務必連夜完成相關救援工作。目前現場救災能量足夠,將找大型機具,把車廂吊起扶正,至於事故發生原因,仍待台鐵調查釐清。

順利逃出車廂的旅客表示,稍早有聽到廣播說車輛有異常,但又行駛一段時間;另一名女乘客則驚魂未定表示,當時她在睡覺,不知道發生什麼事,記得媽媽正在幫她幫蓋被毯,就突然有東西掉下來。
坐在沒翻覆車廂的旅客則說,列車在還未到宜蘭前,就有多次緊急煞車情況,當時有看到螢幕顯示稍微異常,聽到奇怪的聲音,過了羅東仍繼續行駛,而列車翻覆前正在準備加速,沒多久就翻覆。
順利逃出車廂的邱姓男子則說,當時聽到「碰」一聲,後方傳來巨響,以為是後面有撞到東西,結果車廂就翻過來了;也有人說,當時列車正準備加速,但沒多久就翻覆,許多人都在睡覺,根本來不及反應。
正好搭乘這班列車的四工處玉里段長陳鶴仁受訪說,感覺列車劇烈搖晃之後就發生意外。他說,他從羅東上車準備返花蓮,坐最後一節車廂,普悠瑪共8節車廂,從第3到第8節都出軌傾斜,最後一節車廂雖傾斜,但無人受傷,其他節有多人受傷,現場還在搶救。
他聽同車乘客說,從台北上車後到發生意外前,沿途暫停好幾次,不知是何原因,也不知是否和出軌意外有關,希望大家都平安。

Taiwanese authorities have confirmed that at least 17 people have been killed and more than 120 others injured after a high-speed train derailed in the north east of the country.
The Puyuma Express derailed as it traveled between Shulin and Taitung shortly before 5pm local time on Sunday, according to railway officials.
Video footage from the crash site shows several carriages overturned on a coastal railway in Yilan County, an area popular among tourists.


Rescue services are at the scene. More than 30 people are still trapped in the train as of Sunday evening, according to Taiwan’s Central News Agency.

“As of 6.30pm there are 17 dead on site and 126 people injured,” the Taiwan Railways Administration said in a statement to Reuters.

對此,台鐵局長鹿潔身表示,對於台鐵發生如此重大的事故,他先向全國民眾表示歉意,這班列車8個車廂全部出軌,其中5個車廂翻覆,目前請公路局協助接駁旅客,至於事故原因仍待進一步調查,是否有輾過不明物體尚不得而知,肇事路段是300公尺的半截彎道,目前有無外籍旅館亦不清楚,這班列車100年開始營運,去年才剛完成大保養,車體本身並無故障問題。

據《三立新聞網》報導,6432次普悠瑪列車從樹林站出發時,便已經發現控制及監視裝置(簡稱TCMS)警示燈異常,仍照常發車,而曝光的其中一封訊息顯示,尤姓司機在下午3點57分通過雙溪站時,便立即通報列車機車動力異常,當時台鐵計畫在宜蘭站派列檢查修,而下午4點34分列車抵達宜蘭站後,另封訊息顯示,經列檢查修無法修復,並計畫在花蓮站更換編組,列車卻在宜蘭站出發16分後,於新馬站出軌翻車。


不少人看完曝光訊息後,質疑台鐵明知列車異常,為何仍然照常發車,以及在宜蘭站時無法修復,卻堅持要開至花蓮站才換車。對此朱來順出面解釋,宜蘭站因為沒有備用列車,以及當時評估車況是可以繼續行駛,才會決定到花蓮站後再換車,強調「真正危險的話也不會開車」,至於為何於樹林站發現異常後仍照常發車,朱來順則表示不清楚。

台鐵駕駛表示,機械不可能百分之百準確,確實有可能發生故障,他日前開普悠瑪號就遇上ATP故障,當ATP故障時,螢幕速度顯示表便不會顯示,同時就會啟動數位顯示器,但兩者並不會同時顯示,若該數字顯示器發生異常亂跳,也會從999、888、777依序回歸至0才會重新開始,該名司機也表示,曾有同事開電力機車遇到ATP故障,電門(加速)拉至80公里時速,數位顯示器卻顯示時速141,認為火車電子設備有可能會有轉換錯誤的情形產生。
台鐵司機透露,近三個月來普悠瑪ATP故障事件頻傳,19組普悠瑪中就有3組經常故障,6432次列車便是其中一組,曾多次反應動力不足問題,該司機表示,若行駛中ATP發生異常,通常會給予3次機會,第一次通報異常關閉後,來到下一站時會再重新開啟嘗試是否可運作,直到啟動3次無法啟動,便會再次通知調度員,請求於就近站派人隨站監控。
至於為何普悠瑪列車狀況頻傳卻始終不維修?台鐵司機認為應是政府採購法問題,廠商用低價搶標後,維修卻抬高價錢,導致維修因價格問題卡住,缺乏材料。對此,台鐵僅表示調閱該輛普悠瑪列車的檢修狀況紀錄時,並沒有經常發生故障。
對此台鐵則宣稱,除非是傳輸裝置故障,才會導致出現亂碼,普悠瑪號過往也沒有發生過,而從此次出軌的普悠瑪主風泵檢修狀況看來,並沒有經常性故障。

列車過彎、噴飛出軌,檢方跡證顯示,肇事彎道限速80公里,但在出事前3分鐘,車速直線爬升,下午4點46分,時速已有120公里,翻車瞬間更高達140公里,以司機5年開車經驗,極熟悉路線,怎會逼近月台才急煞?司機辯稱當時儀表已經失準,他以刻度表控速,時速應該只有82~83公里。
