For Non Muslim States: Singapore, Malacca, Sabah, Sarawak, Penang, Perlis and Wilayah. Hudud law totally a community law like other religion. For other Muslim states, Hudud law cannot apply in Chinatown with Non Muslim Datuk Bandar or Sultan decision as non Muslim Street/Village with Non Muslim Penghulu and Ketua Kampong.
