American Decline: An Iranian ship fires rockets within a mile of a U.S. aircraft carrier. Under President Obama's nuclear appeasement deal, the Iranians know they have little to fear from America.

What should be taken away from the Iranian Revolutionary Guards firing unguided rockets 1,500 yards from the aircraft carrier Harry S. Truman during exercises within the vital oil transport route of the Strait of Hormuz over the weekend — reportedly giving our forces a warning of only 23 seconds — is that Tehran wasn't afraid of inadvertently hitting a U.S. vessel.

After all, what is there to fear from the feckless American giant? A commander in chief who runs home from Iraq and Afghanistan, then capitulates in a deal that was supposed to rid Iran of its ability to build nuclear weapons but actually perpetuates it, isn't going to go to war with the world's foremost terrorist state. Doing so would kill the nuclear deal and diminish the legacy for Obama, now less than 13 months from leaving office.

They know that this president is no Ronald Reagan. In 1988's Operation Praying Mantis, he had the U.S. Navy sink over half a dozen Iranian vessels in a single day to retaliate for a U.S. frigate striking an Iranian mine just four days earlier.

Instead of such a swift, unapologetic, actions-speak-louder-than-words offensive, the U.S. military under this president launches diatribes in place of ordnance.

Calling the Iranian action "highly provocative," a U.S. 5th Fleet spokesman issued this statement Wednesday: "Firing weapons so close to passing coalition ships and commercial traffic within an internationally recognized maritime traffic lane is unsafe, unprofessional and inconsistent with international maritime law."

The ayatollah must be shaking in his sandals.

Who in the world is afraid of Barack Obama's America? Islamic State caliph Abu Bakr al Baghdadi on Saturday released an audio message that, among other things, taunted the U.S. as cowardly: "Crusaders and Jews don't dare to come on the ground because they were defeated in Iraq and Afghanistan."

Instead, Baghdadi charged, Obama uses "agents" such as "the heretic Kurds and herds of rejectionist cattle."

Russian ruler Vladimir Putin isn't afraid of America. Like the Iranians, Moscow didn't worry too much earlier this month at the possibility that Russian weapons would hit U.S. aircraft.

Moscow's advanced SA-17 Grizzly air defense system, which can counter strategic and tactical aircraft as well as cruise and other types of missiles, targeted U.S. aircraft with radar in what American officials described as a direct provocation. The Russian move forced the Pentagon to cease all its manned flights against ISIS.

From a resurgent superpower to regional terrorist entities, the U.S. is no longer feared.

And an unfeared America is a vulnerable America.

Iranian Navy Fires Rockets Near U.S. Carrier

Navy officials called the Iranian live-fire exercise "provocative and unsafe."

Unguided Iranian rockets were fired from fast attack boats within 1,500 yards of the Navy’s USS Truman Carrier Strike Group as it passed through international waters in the Strait of Hormuz off the Iranian shore Dec. 26, Navy officials confirmed to Scout Warrior.

Navy officials immediately called the Iranian Revolutionary Guard Navy action “provocative and unsafe,” adding that the U.S. Navy did not have sufficient prior warning of an Iranian live-fire exercise in the area.

“These actions were highly provocative, unsafe and unprofessional and call into question Iran’s commitment to the security of a waterway vital to international commerce,” Lt. Cmdr. Tim Hawkins, Navy spokesman, told Scout Warrior in an interview.

The USS Truman Carrier Strike Group, which consists of a carrier air wing, Navy cruiser and four Navy destroyers – was traveling alongside commercial vessels and a partner French Frigate, the Friendship Provenance.

Although the missiles were fired in a direction away from the passing coalition ships, the live-fire exercise was dangerously close to the Truman.

The Strait of Hormuz is a strategically vital passage area for military and commercial shipping as it provides an entry point into the Arabian Gulf; the narrow waterway is heavily trafficked by oil shipments and commercial boats. Bordering Iraq, Iran, Saudi Arabia, the United Arab Emirates, Kuwait and Oman, the waterway provides strategic and tactically vital military access to the Arabian Gulf

Hawkins explained the sequence of events.

“Fast attack craft were observed by aircraft from the USS Truman strike group. They observed these attack craft quickly approaching their location, which was in the Strait of Hormuz, transiting the internationally recognized traffic lane into the Arabian Gulf,” he said.

The Iranians announced a previously unannounced live-fire exercise over maritime radio and requested nearby vessels to remain clear, Hawkins added.

“Twenty-three minutes later, the exercise warning was repeated by the Iranian Navy and the rocket launch occurred only 1,500 yards from the USS Truman,” he said.

The whole exercise lasted a few minutes, Hawkins added.

This is the third time that the U.S. Navy has observed Iranian small boats launching rockets within visual range of one of our U.S. carrier strike groups transiting the Strait of Hormuz.

The first incident was in October of 2014, when a Navy Sea Hawk helicopter assigned to the USS George H.W. Bush Carrier Strike Group, observed Iranian Navy vessels launching unguided rockets within eight nautical miles of the carrier strike group.

Then, on April 24, 2015 during a nighttime outbound Strait of Hormuz transit, the USS Theodore Roosevelt Carrier Strike Group observed Iranian small boats launching 11 unguided rockets from a position approximately five nautical miles from the carrier.

“This most recent event is notable in that it occurred much closer to the carrier strike group and merchant traffic. It is also notable that the Iranian craft or small boats encroached on the internationally recognized maritime traffic lanes and Omani territorial waters,” Hawkins explained.

This incident takes place within a significant broader U.S.- Iranian context because the much-discussed nuclear deal between the two countries took a major step forward recently. Per the brokered U.S-Iranian deal, the Iranians recently turned over their Uranium stockpile to Russia. The development seems to indicate that the historic arrangement between the U.S. and Iran appears to be on the right track. Iran has agreed to relinquish its nuclear weapons program in exchange for the lifting of economic sanctions, among other things, per the negotiated deal.

Some U.S. critics of the deal have said the Iran cannot be trusted to comply - however proponents of the deal say Iran's actions can be verified and that progress seems to be on track.

It is unclear whether the live-fire unquided missile incident has any relation to the ongoing nuclear deal, however some officials and analysts suspect there could be some connection between the two given the timing of the events.

Senior U.S. military commanders on Wednesday accused Iran's military of "highly provocative" actions in firing unguided rockets 1,500 yards from ships including an American aircraft carrier.

The USS Harry S. Truman was crossing international waters in the Strait of Hormuz when Iranian Revolutionary Guards (IRCGN) conducted a live-fire exercise right nearby, according to a statement.

An Iranian navy attack craft fired several unguided rockets near the carrier, officials said. A French frigate, the U.S. destroyer USS Bulkeley and other commercial traffic were also in the area at the time of Saturday's incident.

Only 23 seconds warning was given before the weapons were fired, according to U.S. Navy Cmdr. Kyle Raines, a spokesman for U.S. Central Command.

The rockets were not fired at the Truman and other ships, and there were no direct communications between U.S. and Iranian navies, military officials said.

"The IRGCN's actions were highly provocative," Cmdr. Kevin Stephens, spokesman for the U.S. Fifth Fleet, said Wednesday in a statement.

"Firing weapons so close to passing coalition ships and commercial traffic within an internationally recognized maritime traffic lane is unsafe, unprofessional, and inconsistent with international maritime law."

Nobody from Iran's foreign or defense ministries gave official comment, but the country's state-run news agency, Fars, said in its report of the event that no vessel was in danger.

The incident was a planned training exercise and all vessels in the area had been warned, it said.

The official said the U.S. ships were in the "internationally recognized maritime traffic lane" at the time, not in any territorial waters, when the Iranian navy announced over maritime radio that it was about to conduct a live-fire exercise and asked other vessels to remain clear.

After the warning, the rockets were fired from a position about 1,500 yards off the carrier's starboard side and in a direction away from passing coalition and commercial ships and the traffic lane, the official said. The rockets were not fired at the Truman and other ships, only near them.

While the official said the Iranians were "clearly not" targeting ships, the action was "unnecessarily provocative and unsafe."

There were no direct communications between U.S. and Iranian navies, the official said.

Coalition forces continued transiting without any further incident, the official said, adding that the Truman is now in the Gulf and launching aircraft in support of Operation Inherent Resolve.
