Amy Hing overseas all 4 directorates and Siew Ying heads one of them and did the lead coordination and authored the document. The input came from 3 other directorates. A paper of this nature must be endorsed by PS and a DS is the usual accountable exec. High profile paper that pulled in Halimah and CJ Tan. Sadly yet another nepotistic presence.
