  九月马上见底,而建屋发展局原本计划在今年第三季推出女皇镇杜生(Dawson)组屋区的新组屋至今仍未有下文,市场人士不排除当局挪后推售计划的可能性。
 位于杜生路的两块地段可建造1800个单位,第一批组屋的建造工程原本估计在明年第一季展开,2014年入伙。
  该局是在去年7月发表文告,估计在今年第三季以预购组屋(Build-To-Order,简称BTO)方式来销售这些单位。
  不过,距离9月底的组屋发售“期限”只剩几天,建屋局受询时没有确认组屋是否会如期推出市场。
  发言人说:“建屋局还在研究杜生的新一代组屋计划。细节会在之后宣布。”
  受访的房地产分析员认为,目前的房地产市场相当热,要是当局挪后推售计划,那可能是因为担心这会导致市场升温,附近组屋区的转售价格进一步被推高。
  Dennis Wee房地产经纪行董事许家荣说,新组屋的售价将是关键,因为要是售价与转售价相近或更高,那么将助长周围组屋的转售价格涨幅。
  “不过,要是新组屋售价比转售价来得低,那么对组屋转售市场的影响估计不大,甚至还可能因为供应的增加,导致市场降温。”   他说,当局可能为谨慎起见,目前决定按兵不动,把销售日期延后多一两个季度,而他相信这样的决定不会对市场造成显著影响。

资深房地产顾问麦俊荣说,建屋局不是私人发展商,即使延后销售计划也不是为了牟利,而是有其他考量。他相信,该局最终仍会以合理价格售卖杜生组屋,因为它一再强调新组屋享有津贴,价格会比附近组屋的转售价来得低。 

  然而,他认为,房地产市场最近升温不少,而杜生的地点适中,又位于成熟组屋区,因此这批新组屋的价格应该还是会偏高。
  杜生组屋是继达士岭(The Pinnacle@Duxton)组屋后另一备受瞩目的项目。这是因为它们都靠近市区,而建屋局近期也较少在热门的成熟组屋区建造新组屋。
  两个项目的设计也别具一格,同样属地标性建筑。有空中花园的达士岭摩天组屋已改变市区风景线,拟建的新一代杜生组屋则由得奖建筑师事务所WOHA和SCDA设计,相信会运用不少的新颖设计概念。
  虽然杜生组屋还未推出市场,不过已引起不少公众的兴趣,讨论组屋是否会如期推出,售价又会是多少。
  临近杜生路的史达拉摩道(Strathmore Avenue)转售组屋已多少预示了杜生组屋的价位范围。   建屋局资料显示,今年6月到9月售出的史达拉摩道四房式转售组屋,售价介于40万5000元至56万8888元,五房式则要价60万元至72万5000元。
