NEW DELHI (REUTERS) - A commuter train travelling at high speed ran through a crowd of people on the rail tracks in northern India killing at least 59 people on Friday (Oct 19), state officials said, making it India’s worst rail disaster this year.

Video footage from the scene showed hundreds had gathered to watch the burning of an effigy as part of the Dussehra festival celebrations, when a commuter train ran through the crowd.

“We have 59 confirmed dead. The toll can rise,” State police chief Suresh Arora told Reuters, adding emergency officials were still trying to ascertain the extent of the disaster on the outskirts of Amritsar in Punjab state.

A Reuters witness at the scene saw bodies of victims strewn around rail tracks, friends and relatives stood around in shock, many were sobbing and appeared distraught.

An officer in the police control room said it was hard to confirm the toll as there were dismembered body parts all over.

Reuters partner ANI, a domestic news agency, reported that the chief medical officer of the Civil Hospital in Amritsar said 60 people were killed and at least 51 people were injured.


Reuters could not immediately confirm that death toll.

Police said it was “freak accident” as people did not hear the train approaching amid the din of festivities and fireworks.

During the festival of Dussehra people all over the country set aflame large effigies of a 10-headed demon from the Hindu epic Ramayana in a ceremony that symbolises the triumph of good over evil.

In Amritsar, video footage showed the effigy of the demon Ravana had just been lit and firecrackers were going off when the train ploughed into the crowd, who were craning their necks and applauding the show.

ANI reported that a witness at the scene said the train that ran over people was travelling at a high speed.

Amarinder Singh, Punjab chief minister, said he was rushing to Amritsar to supervise relief and rescue operations.

“We have also ordered an inquiry as to why this incident has taken place,” Singh told ANI, adding he did not know why the Dussehra celebrations were being held so close to the railway tracks.


DECADES OF UNDERINVESTMENT

Singh declared a state of mourning and said all offices and educational institutions across the state would remain closed on Saturday.

A witness told Indian television channel Times Now that relatives of some of the deceased were picking up dead bodies by themselves and no proper rescue operations were currently taking place.

Bodies of victims lay strewn around the scene and local television stations showed distraught and angry people, including a weeping mother who just lost a child.

“Lot of students were gathered here and we can see so many unknown bodies lying around and there is not even enough light here even now,” one person on the scene told a local channel.

Prime Minister Narendra Modi said he was extremely saddened by the train accident.

“The tragedy is heart-wrenching,” he tweeted. “My deepest condolences to the families of those who lost their loved ones and I pray that the injured recover quickly. Have asked officials to provide immediate assistance that is required.”

India’s state railways, largely built during colonial rule, have an appalling safety record after decades of underinvestment in rail safety infrastructure, as the priority has remained more on keeping fares low for the 23 million passengers who use the network daily.

Seven people were killed and 21 were injured earlier this month when nine coaches of the New Farakka Express derailed in the northern state of Uttar Pradesh.

AMRITSAR, INDIA (REUTERS) - India's railway officials and local community leaders traded blame on Saturday (Oct 20) over an accident in which a train ran over scores of people gathered on the railway tracks for a festival in the northern city of Amritsar, killing at least 59.

[Global Network Reporter Zhao Yanlong] The relatives of the victims of the Indian train crash and the massacre were angry demonstrations on Saturday, and a senior official in the railway department insisted that they had no responsibility for the accident.

The tragic incident took place on Friday night when the Indian people gathered to watch the fireworks on the tracks on the outskirts of Amritsar in Punjab, northern India, to celebrate the Hindu “Ten Victory Festival”. A train that travels at a speed of 90 kilometers per hour crashes into a religious festival, causing at least 61 deaths and 74 injuries.

The US media reported on October 20 that hundreds of victims and relatives were demonstrating on the railway or near the railway, demanding action on local governments and train operators. The police questioned the train operator on Saturday. The government drove the demonstrators off the railway and transferred them to the police to control the masses.

Singh, the senior official of the Ministry of Railways of India, refused to be responsible for this tragedy. He said: "The railway department has no responsibility and has not received a notice saying that there will be a ceremony." He also said that railway personnel will not be punished."

However, local government officials have said that this festival is held every year outside the city of Amritsar. They have informed the railway authorities to let the train run at low speed.

Witnesses said that because the fireworks and the celebrations were loud, the dead and wounded did not realize that the train was coming towards them. Some witnesses said that the train did not whistle when the high-speed through the religious celebration venue.

(CNN)At least 55 people died and 60 were injured in northern India on Friday night after a train struck people celebrating a Hindu festival at a railway track, police said.
"The train came and it ran over the people who were there. The people were standing on and near the track," senior local police official Parbhjot Singh told CNN.
The incident took place in Amritsar, located in Punjab state, to mark the Hindu festival of Dussehra.
Singh said celebrants were burning an effigy when the train barreled through the crowds.

Deepak Kumar, spokesperson for Indian Railways, which operates the national rail system, confirmed that there was only one train involved in the accident. During fireworks and loud cheering, those standing on and around the tracks apparently did not hear the oncoming train.
Photos and videos of the accident show show bodies lying around the track with mourners hovering over them.
Local officials and law enforcement were trying to determine the extent of the casualties.
Prime Minister Narendra Modi tweeted prayers and his condolences and said he "asked officials to provide immediate assistance that is required" to the victims of the accident.
Indian officials went to the site of the accident to personally oversee rescue operations.

Punjab Chief Minister Capt. Amarinder Singh said on Twitter his government would be giving 500,000 rupees, or five lakhs, to the families of each person who died in the accident. That would amount to $6,805.50 per family.
He tweeted that all offices and schools are closed as the state remains in mourning.
Free treatment at government and private hospitals would also be offered to those injured, said Singh.

TAIPEI: At least 22 people have died after an express train derailed and flipped over on Taiwan's east coast on Sunday afternoon (Oct 21), the island's worst rail accident for more than 20 years.
Taiwan's railways administration confirmed 22 people had been killed and said 171 people had been injured, 10 seriously, in the accident in northeastern Yilan county.


Authorities have not confirmed if any passengers remain trapped alive inside the Puyuma Express 6432 train.

An AFP reporter at the scene said that more bodies were being brought out of the wrecked carriages.
"As of 6.30pm there are 17 dead on site and 126 people injured," the Taiwan Railways Administration said in a statement, adding that the train had been moving between two stations in Yilan County before the derailment occurred.


Images from the site showed the high-speed Puyuma Express train completely derailed and lying zig-zagged across the track.
Taiwan's central government said that rescue services were at the scene and that the premier had been notified; he was said to be "highly concerned" about the safety of the travelers.

All of the train's eight carriages had derailed and five had flipped onto their side at Xinma station, the railways administration said.
"There are four carriages that were overturned at 90 degrees and the worst casualties were in those carriages," Jason Lu, head of the Taiwan Railways Administration told reporters.
"The exact cause of the accident is pending investigation," he added.
The railways administration said there had been 366 people on board the service.
Taiwan's Central News Agency reported that more than 30 people were still trapped in the train early on Sunday evening.
Chang Yi-long, 62, told AFP that he had "heard a loud bang" as he was working at a construction site nearby.
When he arrived at the scene he saw local residents helping train passengers to escape.
TRAIN 'SHAKING INTENSELY'
One passenger told Apple Daily Taiwan that the train had put on its "emergency brake" twice on the journey and that the electricity supply had been patchy.

Hong Kong's broadcaster RTHK reported another passenger saying the train had been preparing to accelerate before overturning and had been shaking intensely, adding that some passengers were asleep at the time of the accident.
The defence ministry said it had sent in 120 soldiers to help the rescue.
President Tsai Ing-wen described the accident as a "major tragedy" in a Tweet Sunday evening.
"My thoughts are with all the victims and their families," she added.

Singaporean blogger Mr Brown tweeted that he was at the scene of the derailment, in a train heading in the opposite direction towards Taipei.
WORST RAIL ACCIDENT IN TAIWAN SINCE 1991
The crash was the worst rail accident in Taiwan since 1991 when 30 passengers were killed and 112 injured after two trains collided in Miaoli.
Thirty were also killed in 1981 after a truck collided with a passenger train at a level crossing and sent coaches over a bridge in Hsinchu.
The worst crash in recent years was in 2003 when 17 died and 156 were injured after a train on the Alishan mountain railway plunged into a chasm at the side of the track.
In March this year, a carriage of a train on its way to Taipei derailed inside Shulin station in New Taipei City. No injuries were reported.
In October last year, 300 passengers had to disembark onto the tracks after their train bound for Shulin from Taitung derailed in Hualien county.
In June 2016, several people were injured when a train derailed in Hualien county.
Around 200 passengers were on board when the incident happened, and two people were taken to the hospital.
