I know a few sg seniors who can speak very fluent Japanese, working in Japanese companies in Singapore.

I can't even speak English well.
 
Sinkies are not that multi lingual these days but during my time Mandarin is unheard of on the streets , the lingo was pasar melayu , every body spoke in broken Malay to be understood

but it’s very different in Malaysia now , it’s common for KL kelings and m&ds to understand at least some Cantonese and Penang folks some Hokkien

mandarin is spoken and written by a large number of m&ds and kelings who had attended chinese schools instead of national schools in Malusia

sometimes I do come across counter girls who are not only able to speak in all four languages but also many keling and chinks dialects as well and they usually are Malusia kelings
