Foreign workers not cheaper

But they are hired for jobs that S'poreans don't want or can't do

Housewife Sofina Pung, 42, was at Raffles City buying her teenage daughter a pair of heels, but the ones she tried on were a little too large.

'The Chinese salesgirl asked me to give her an hour. I think she took the train to their Paragon outlet to get the shoes in the right size,' recalled Ms Pung.

'Some Singaporeans would just tell you 'No stock', or ask you to try other outlets. My daughter was very happy.'

Foreigners have indeed become a staple part of the services sector here, with shoppers giving some positive reviews.

In his National Day Rally speech last Sunday, Prime Minister Lee Hsien Loong highlighted the good impression one bus driver from Dalian, China, had left on commuters.
As of last year, foreigners made up one in three workers in the services sector, up from one in four in 2000.

They are a diverse bunch. Some, like the bus drivers from Malaysia and China, are here on work permits because too few Singaporeans want the job.

Others, like the Filipino veterinarians working as consultants at pet stores, are here on S-passes. They have skills in short supply locally.

Some foreign waiters in the restaurant sector are also here on S-passes as they are graduates of local hotel schools and training to take up management posts.

Contrary to popular belief, foreign workers are not cheaper to hire, employers said.
In the retail sector, foreigners are paid the same wages as Singaporeans, said Ms Lau Chuen Wei, executive director of Singapore Retailers Association.

'On top of that, there is the foreign worker levy to factor in. Some companies also build in additional amounts for, or even provide, accommodation,' said Ms Lau.

Ms Angeline Ng, general manager of restaurant chain The Asian Kitchen, agreed: 'We have to make CPF contributions for Singaporeans and pay levies for foreign workers, so it evens out.'

In fact, bosses maintain they still prefer Singaporeans because they understand the local culture and languages.

But they acknowledge that foreigners make good workers because they are willing to work the irregular hours common in the services sector.

Ms Ng said: 'Their families are not here, so they are more committed to the job and more willing to work overtime.'

In the public transport sector, the introduction of younger Chinese drivers who could take on longer routes helped to relieve the workload and pressure on older local workers, said Mr Ong Ye Kung, executive secretary of the National Transport Workers' Union.
Some shoppers also feel the culture that foreign workers bring with them is a welcome addition.

Musician Aarika Lee, 27, enjoys the natural warmth of Filipino hospitality.
'They chit-chat with you, and it feels like they are more interested in you as a person than a shopper, even if it's part of the job,' she said.

</td></tr></tbody></table>Dear Cassandra,

I read your article, "Foreign workers not cheaper", appearing on Sunday Times today with disdain and disbelief. This article is doing nothing more than trying to rally the people to support PM Lee's speech to embrace PAP's "foreign talent" policy.

In the first place, why is it so difficult to get Singaporean workers to do some of the jobs described in your article? Why is it that in western countries, it's not that difficult to get their own locals to do the same jobs in their countries? Have you ever truly wondered why? The answer lies in the salary. At a $1000, which Singaporean wants to drive a bus? Can the Singaporean afford to get married and start a small family with $1000 per month? Now, compare this with the starting pays of the blue collar jobs in the truly 1st world countries.

Hence, your article "Foreign workers not cheaper" is an insult to the intelligence of the readers. Not only are foreign workers cheaper to hire, recruiting vast number of them has also helped to depress the salaries of Singaporeans, including those holding PMET jobs.

Now, there is another dirty little secret in the foreign worker recruitment scene which so far, the mainstream media has not dared to report. First of all, go ask all these blue collar foreign workers here in Singapore, how much each has paid to the middlemen in order to get a job here? In fact, many middlemen pay "rebates" to employers when the employers hire foreign workers through them. In effect, the actual salary payout to foreign workers is even lower!

Next, do not be fooled by the S-Pass Filipino workers here. Most do not get the legally stipulated $1800 per month salary for S-Pass holders. They cut separate deals with the employers to get less because most are desperate to get jobs here. On the other hand, employers get around the legal hurdle and are able to get cheap workers. Such practice is quite endemic in the whole industry.

In the article, some employers talked about foreign workers being hardworking, willing to do overtime and work longer hours. Do you know why? Is it because these foreigners are masochists, willing to subject themselves to hardship for no reasons? There are in fact 2 reasons: (1) Some companies do pay overtime pay. So, the foreign workers on SP or WP, given that they only have 2 years working here, will want to earn as much as possible. (2) More importantly, even with no overtime pay, many foreign workers are afraid of being sent back home by the employers before their time of 2 years is up. Remember, most of them have incurred huge debt at home by borrowing money to pay to middlemen for getting a job here. Hence, they are willing to keep mum and comply even if the employers ask them to work more than the 44 hours per week limit as stipulated in our labour laws.

Taking the above fact into consideration together with the huge sum of money a foreign worker has to pay to middleman (which somehow, gets channeled back to employer), Singapore is engaging in nothing more than modern-day slavery. We should not be proud of it!

Yours sincerely,

Kojakbt

p.s. You mentioned that PM Lee highlighted the good impression one lady PRC driver from Dalian had left on commuters. PM Lee has forgotten to highlight another PRC driver who got angry with the commuters and decided to alight from his driver seat, boarded the rear entrance, sat on an empty seat and refused to budge. And when he was finally persuaded to return back to drive the bus, he deliberately drove at a snail's pace, punctuating the journey with starts and stops, frustrating every passenger (http://forums.fuckwarezone.<wbr>com.sg/showpost.php?p=<wbr>47669711&postcount=18).

SG does not have lack of singaporean workers, what SG really lacks are employers willing to pay market/ reasonable rates.

Wait a minute, say that again.

The government telling us FT is good for us, so in this case, this company which employs cheaper FTs make you waste 1 hour of your precious time because it does not carry enough stock? And you are happy?

So where does this end? Are you going to wait for one hour to buy an item of groceries beacause the FT sales girl have to go to Jurong and get it?

>>Ms Ng said: 'Their families are not here, so they are more committed to the job and more willing to work overtime.'<<

Someone should replace 'Ms Ng' with a foreign worker. I'm sure this logic will also apply.

There is really no incentive for employers to change when cheap "slaves" are easily available. It's like opium. Employers are addicted to it...

KNN. Come to think about it. Some weeks ago I go and buy a pair of shoe.

I think since retail space is so bloody expensive and the fact they can pay FT sales girl for peanuts, they seems to employ one just to runs errant. I remember waiting twice for the girl to fetch the right size for me for 2 different design from another store somewhere in the building, probably roof top store room.

So, don't be fool it is not good customer service, it is just the shop owner trying to maximize profit lah or trying to reduce the cost of business! Tell yourself how can a sale girl's take this kind of initiative without pre-arrangement form the "boss" to take MRT to somewhere and fetch the shoes, without fear of kanna given the boot?

For every one of these isolated cases there are many unreported cases of bad services. What do you say.

Every job sinkies don't want to do get foreigners, what a joke! Please look into the root of the problem at least ad be honest. We are no more like our uneducated parents.

I would rather have an honest, truthful FT journalist who can write without looking likea dog, prostituting herself to her masters just for a few dollars in the bank account.

Cassandra, you're overpaid, uncreative, subservient idiot whom any self respecting journalist from Pinoy can replace.

i bet tis sofina is a fucking FT lah.

passing conclusion wif her silly assumption. u tink she took train???
i tink she take plane.:oIo:
u tink, i tot, who confirm? did u witness her take train?!????:oIo:

u tink back lah, in that 1 hr, she might have cls more deals than juz cls ur 1 pair of shoes business. knn, ur 1 pair of shoes made of diamonds or gems?

wan to go extra miles also need to use brains leh.:oIo::oIo::oIo:
