Wah, this company is so garang. I think MINDEF should employ the CEO as the Head Spy for SIngapore. This guy Fat Leonard is a character. He cultivates contacts in the US Navy, they are his moles in certain departments, and provide him with top secret information on the planned movement of US Navy vessels in Asia.
At the very least, we should make him Minister for Economic Development. Hats off to him.

‘Fat Leonard’ bought U.S. Navy secrets with prostitutes, Lady Gaga tickets, prosecutors say


SAN DIEGO — It started with an invitation to the Broadway production of The Lion King in Tokyo for the Navy commander, his wife and their children.

In the end, the Malaysian defense contractor known in military circles as “Fat Leonard” would use prostitutes, plane tickets and other bribes to hook the U.S. Naval officer into a scheme that overbilled the Pentagon by millions, investigators say in court papers.

The accusations unfolding in a federal court case in San Diego signal serious national security breaches and corruption, setting off high-level meetings at the Pentagon with the threat that more people, including those of higher ranks, could be swept up as the investigation continues. A hearing Nov. 8 could set a trial date.

According to the court documents, Navy commander Michael Vannak Khem Misiewicz passed confidential information on ship routes to Leonard Francis’ Singapore-based company, Glenn Defense Marine Asia Ltd., or GDMA.

Misiewicz and Francis moved Navy vessels like chess pieces, diverting aircraft carriers, destroyers and other ships to Asian ports with lax oversight where Francis could inflate costs, the criminal complaint alleges. The firm overcharged the Navy millions for fuel, food and other services it provided, and invented tariffs by using phony port authorities, prosecutors say.

“It’s pretty big when you have one person who can dictate where ships are going to go and being influenced by a contractor,” said retired Rear Adm. Terry McKnight, who has no direct knowledge of the investigation. “A lot of people are saying, `How could this happen?’“

So far, authorities have arrested Misiewicz; Francis; the general manager of global government contracts for Francis’ company, Alex Wisidagama; and a senior Navy investigator, John Beliveau II.

Beliveau is accused of keeping Francis abreast of the probe and advising him on how to respond in exchange for such things as luxury trips and prostitution services. All have pleaded not guilty. Defense attorneys declined to comment.

Senior Navy officials said they believe more people likely will be implicated in the scheme, but it’s too early to tell how many or how high this will go in the naval ranks. Other unnamed Navy personnel are mentioned in court documents as getting gifts from Francis.

Francis is legendary in military circles in that part of the world, said McKnight, who does not know him personally. He is known for extravagance. His 70,000-square-foot bungalow in an upscale Singapore neighborhood has drawn spectators yearly since 2007 to its lavish, outdoor Christmas decorations, which The Straits Times described as rivaling the island city-state’s main shopping street with replicas of snowmen, lighted towering trees, and Chinese and Japanese ornaments.

“He’s a larger-than-life figure,” McKnight said. “You talk to any captain on any ship that has sailed in the Pacific and they will know exactly who he is.”

Navy spokesman Rear Adm. John Kirby said Navy Criminal Investigative Service agents initiated their probe in 2010. He declined to comment further, citing the ongoing investigation.

The same year, Misiewicz caught the world’s attention when he made an emotional return as a U.S. Naval commander to his native Cambodia, where he had been rescued as a child from the violence of the Khmer Rouge and adopted by an American woman. His homecoming was widely covered by international media.

Meanwhile, Francis was recruiting him for his scheme, according to court documents.

Misiewicz’s family went to a “Lion King production” in Tokyo with a company employee, and Misiewicz later was offered prostitution services, according to the criminal complaint. Within months, the Navy commander was providing Francis ship movement schedules for the USS George Washington Carrier Strike Group and other ships, the prosecution alleges.

Court documents say the manager wrote to Francis shortly afterward, saying: “We got him!! :)

Misiewicz would refer to Francis as “Big Brother” or “Big Bro” in emails from a personal account, while Francis would call him “Little Brother” or “Little Bro,” according to the complaint.

The company bilked the Navy out of US$10-million in just one year in Thailand alone, U.S. Attorney Laura Duffy said.

In December 2011, the two exchanged emails about the schedule of the USS Blue Ridge, investigators say. According to court documents, Francis wrote Misiewicz: “Bro, Slide a Bali visit in after Jakarta, and Dili Timor after Bali.”

The complaint alleges Misiewicz followed through on the demands: In October 2012, the USS George Washington was scheduled to visit Singapore and instead was redirected by the Navy to Port Klang, Malaysia, one of Francis’ preferred ports where his company submitted fake contractor bids.

After Francis offered Misiewicz five tickets to a Lady Gaga concert in Thailand in 2012, Francis wrote: “Don’t chicken out bro we need u with us on the front lines,” according to court documents.

The federal government has suspended its contracts with Francis.

The defendants face up to five years in prison if convicted of conspiracy to commit bribery.

Singapore Contractor in U.S. Navy Bribes Case Denied Bail

A Singapore-based contractor accused of bribing U.S. Navy commanders with cash and prostitutes must be held without bail because of the risk he might try to flee if released, a federal judge said.

U.S. District Judge Janis Sammartino in San Diego yesterday overruled a magistrate judge who last week set bail for $1.1 million and ordered home confinement for Leonard Glenn Francis, the chief executive officer of Glenn Defense Marine (Asia).

“I don’t think that the conditions proposed by the defense provide any real accountability,” Sammartino said at a hearing. “I believe the government has met its burden of proof and Mr. Francis will be retained as a flight risk.”

Francis, a Malaysian citizen, was arrested in September in San Diego. He’s charged with bribing two Navy commanders to help him win contracts for so-called husbanding services his company provides for Navy ships at ports in Southeast Asia. He’s also accused of bribing a Navy criminal investigator for information about an investigation of his company.

The two commanders and the investigator were also charged. The Navy this month suspended access to classified information for two of its top admirals after putting them on leave pending further investigation.

Francis has pleaded not guilty.

Prosecutors argued that Francis has strong incentive to flee if he’s granted bail. He has tens of millions of dollars from running an international business and may face a life prison term if convicted, Assistant U.S. Attorney Robert Huie told Sammartino yesterday. Huie said the $1.1 million bail set for Francis last week by a magistrate judge is “so small that it is virtually pushing him to flee.”

‘Travel Documents’

“Tijuana is just a few minutes away and he has the means to get to Mexico and he has the means to obtain travel documents that would enable him to flee and make himself difficult to find,” Huie said.

Pat Swan, a lawyer for Francis, repeated his argument from last week that his client isn’t a flight risk. Francis, who has three children who lived with him in Malaysia, came to the U.S. to make a presentation to the Navy knowing that he was being investigated and might be arrested, the lawyer said.

“If he is not allowed to post bail his business will fail, his creditors will take his assets and he will have no money to pay for whatever fine might occur if he is convicted,” Swan said at yesterday’s hearing.

Swan also disputed the claim that Francis’s alleged crimes are punishable by life in prison and said that most defendants accused of financial wrongdoing are released on bond.

‘Exemplary Manner’

“We understand that the government is charging that he overcharged for services but there is no allegation that his business did not provide the services in an exemplary manner,” Swan said.

In addition to a bond and home confinement, the bail conditions proposed by the defense included 24-hour television surveillance, GPS monitoring and a privately hired security guard to ensure that Francis remains in San Diego to face trial.

At the Nov. 21 hearing, Swan told U.S. Magistrate Judge Jan Adler then that Francis had achieved international notoriety as “Fat Leonard” through media coverage of the corruption allegations.

“There isn’t anywhere in the world that he could go that he wouldn’t be recognized,” he told Adler. “However, I don’t know him as Fat Leonard. I know him as Big Leonard,” to which Francis reacted to with a smile from his seat in the courtroom. Court records describe him as being 6 feet and three inches (191 centimeters) and 350 pounds (159 kilograms).

25 Years

Glenn Defense Marine held Navy contracts for 25 years, with the most recent awarded in June 2011 to provide services to Navy ships and submarines in Southeast Asia, the U.S. said. The company’s services include providing for tugboats, fenders, customs fees, food, fuel, water and trash removal.

Among the government’s allegations is that Francis paid for tickets to the “Lion King” Broadway production in Tokyo and to a Lady Gaga concert for U.S. Navy Commander Michael Misiewicz, who is also charged in the case, in return for confidential information on ship routes. Misiewicz referred to Francis as “Big Brother” or “Big Bro” in e-mails from a personal account, while Francis messaged Misiewicz as “Little Brother” or “Little Bro,” according to a court filing by the government.

Misiewicz has pleaded not guilty.

A second Navy commander is accused of providing classified information to Francis, and the naval investigator is alleged to have collected information on a U.S. investigation into Glenn Defense Marine for Francis.

The bribery scheme involves “hundreds of millions of dollars” in defense contracts, prosecutors said.

The case is U.S. v. Francis, 13-03782, U.S. District Court, Southern District of California (San Diego).

Yep, he made money for himself, but also made money for the local economy by bribing the US Navy to send ships here. Orchard Towers nightclub owners are probably his best friend. But he is probably a a singapore PR.
