Someone explain to me about "Statutory Boards"

there seems to be a trend of stat boards set up to safeguard certain regulations that are under Ministry level purview. The latest stat boards to join the fray is CEA, prior, it was CPE.

we know the most useless is the PTC, which is a farce. the fares never go south despite the profits.

(1) what are the prerequisites before a set up is considered? you know when I have my coffee in koufu, I see the old aunties and uncles clear their plates using their bare hands, one can imagine the hygiene and the working conditions. should we set up a stat board to over see the working conditions and welfare of our senior workers considering our age demographics? should this stat board be under MCYS or MOM?

(2) are we going to set up "Council of Domestic Helpers" or "Council for National Servicemen Fulltime" or "Council for NSmen" simply because the Ministries want to wash their hands off potentially thorny issues? This is my assumption, of course.

(3) smrt was a stat board. but it was privatized. what's the criteria to de-list a Stat board?
