I reckon MRT trains breakdown at peak hours due mainly to overloading of trains due to improper planning of population growth.
Why not follow the ERP or taxi system and impose surcharges during PEAK HOUR travel on MRT? The extra revenue gained would offset the cost expense of running trains with low ridership during off peak hours. Price sensitive commuters would choose other cheaper means of transportation and lessen the crowds at MRT stations during PEAK HOURS.
Commuters can choose other modes of transport like bicycles, e scooters, car pooling etc to arrive at their work places and take the crowds off MRT stations during Peak hours.
