Its typical PAP shit policy, similar to putting a general into running SMRT. These fuckers are not superman. And the PAP is not that smart. This original appoitment of Koay smacks of some insider patronage thing. These are the things that Business Timese should bring up. SOmeone should have questioned/interviewed Pillay at that time and get it on record as to what the thought process was in appointing Koay.
