There are rare cases of fully qualified (education n experience...) being offered job paying lower than entry-level graduates but with heavy KPIs....Who says the private sector discriminates? When PAP said certain statistics are secret. It is a good slap in their own face about what everyone suspect is true. I believe those who worked in statistic departments felt the data are all full of political suicide informations, so better not leak into the open until PAP has manipulated them.
