SINGAPORE: A pimp in a syndicate with at least nine Thai sex workers in its fold handled three brothels, advertised their services on Sammyboy Forum and made profits of roughly S$43,800 over about two years.

Lee Si Hong, a 38-year-old Singaporean, pleaded guilty
on Monday (Oct 7) to seven charges including living on prostitution earnings, procuring women for the purpose of prostitution and managing a brothel.

Another 18 charges will be taken into consideration for sentencing.

The court heard that Lee, a freelance insurance agent at the time, got to know a person known only as "Boss" in 2015.

Lee agreed to help Boss, who was based in Thailand, in his business of bringing Thai women into Singapore for prostitution, said Deputy Public Prosecutor Melina Chew.

For about two years and five months from April 2016, Lee's role in the syndicate included liaising with the prostitutes before they arrived in Singapore and making travel arrangements for them.

When the sex workers arrived in Singapore, he briefed them on their working arrangement and asked them for sexy photographs of themselves. He also advertised their sexual services on online platform Sammyboy Forum under the thread title "BangkokGems".

HE MANAGED SEX WORKERS, COLLECTED S$85,000 IN EARNINGS

Lee managed the main business operation line, handling clients, arranging for units to be rented for use as a brothel, as well as managing three brothels assigned to him by ensuring condoms and lubricants were replenished.

He also collected prostitution earnings daily. The workers charged clients rates ranging from S$150 to S$160 for two rounds of sexual services in a 90-minute session, said the prosecutor.

They had to first provide sexual services to more than 20 clients for free before they could be paid about S$80 per client, and were also given meal allowances.

From April 2016 to April 2018, Lee was paid S$1,000 per month for helping the syndicate. After this, he entered a profit-sharing arrangement with Boss on a 50/50 basis up until Sep 19, 2018, when he was caught.

In the time he was involved in the syndicate, Lee collected at least S$85,370 in prostitution earnings, and made a profit of at least S$43,785.

ARRESTED WITH PROSTITUTES IN SIMULTANEOUS RAIDS

On the night of Sep 19, 2019, simultaneous police raids were conducted at three places, and Lee was arrested along with several sex workers.

Items seized from the units included towels, condoms, lubricants and a notebook.

Lee admitted to managing a group of Thai prostitutes, and a follow-up raid of his vehicle and home uncovered several phones, a laptop and notebooks.

Subsequent investigations revealed that a Filipino woman had approached Lee saying she wanted to work for the syndicate, while posing as a foreign domestic worker in Singapore.

Lee also pleaded guilty under the Employment of Foreign Manpower Act to abetting this woman to work without a valid work pass.

The prosecution pushed for a two-year jail term to be imposed, along with a fine of S$56,000.

SIGNIFICANT DEGREE OF SCALE AND SOPHISTICATION: PROSECUTOR

There was a "significant degree of scale and sophistication in this enterprise", said the prosecutor, with at least nine Thai prostitutes involved.

"The accused had a detailed arrangement for each of the prostitutes, and managed to keep track of client movements and ensure that all earnings were accounted for," she said.


On top of this, Lee also promoted the sex workers' services on platforms to establish the enterprise's presence and reach a larger target audience.

The running of the three brothels "clearly encroached into residential areas", said the prosecutor, and there is a transnational element in this case as the prostitutes were all "specifically procured from Thailand".

Defence lawyer S S Dhillon said his client had pleaded guilty and cooperated extensively with investigations, as he was the only one in the syndicate who was arrested.

There was "no coercion, no abuse of prostitutes, and none of them are underage", said the lawyer.

He said his client has two children and is married to a foreigner himself. Lee was facing financial stress at the time as he had to pay the medical bills for one of his children who had been diagnosed with epilepsy, said the lawyer. He also had to take care of the international school fees for his wife's daughter from the Philippines.

"He has no previous convictions at all, this financial hardship drove him to earn this meagre income," said the lawyer.

He asked instead for 18 months' jail, saying this would be a sufficient deterrent punishment, adding that his client would not be able to pay the S$56,000 fine the prosecution was pushing for.

District Judge John Ng adjourned sentencing to Oct 22.

How do you attract FTs by clamping down on prostitution? Even the personnel from the annual F1 race (racers, technicians etc) need to fuck prostitutes when they're in Sinkieland. Legalize and regulate prostitution, like in Germany. Prostitutes should also get Medisave and CPF.

The police conducted a raid of brothels on Sept 19, 2018, arresting Lee Si Hong and some of the Thai sex workers he managed.


SINGAPORE — He worked for a prostitution ring for about two-and-a-half years, managing three brothels and advertising the services of sex workers on online forum Sammyboy.

Through these activities, Singaporean Lee Si Hong made profits of at least S$43,785 until he was arrested in September last year.

On Monday (Oct 7), the 38-year-old pleaded guilty to six charges under the Women’s Charter, and one other charge of abetting a Filipino woman to work as a self-employed foreigner under the Employment of Foreign Manpower Act.

She had contacted Lee to express her interest in working in a vice syndicate to earn more money. Another man “hired” her as his foreign domestic worker and she was given a work permit, which she used to come to Singapore and work in the syndicate.

Another 18 charges will be taken into consideration when Lee is sentenced on Oct 22. He remains out on bail of S$25,000.

The court heard that in 2015, Lee first got to know someone identified only as “Boss”, who was based in Thailand.

That same year, Masilang Teodora Mista — the Filipino woman — contacted Lee. It was not stated how they knew each other.

After introducing her to Boss, she arrived in Singapore in October that year and was issued a work permit.

The next year in April, he agreed to help to bring Thai women into Singapore for prostitution. He was a freelance agent dealing with vehicle insurance matters at the time.

He liaised with the prostitutes before they arrived here, arranged for their travel, briefed them on the details of their working arrangements and asked for sexy photographs of themselves.

He then advertised their sexual services on Sammyboy. There were at least nine prostitutes involved in the syndicate.

Lee also made the bookings, managed the three brothels assigned to him, and personally collected the prostitutes’ earnings on a daily basis. The locations of the brothels were redacted in court documents.

Masilang worked to clean the prostitutes’ lodging, replenished items such as condoms and lubricants, and picked the women up from the airport.

The prostitutes charged their clients between S$150 and S$160 for two rounds of sexual services in a 90-minute session, typically working from 10.30am to midnight every day.

However, they were required to provide these services for about two dozen clients without being paid, before they were entitled to about S$80 for every client they serviced afterwards. The rest of their pay then went to Lee, and they were given S$20 daily for their meals.

BROTHELS RAIDED ON SAME DAY

From April 2016 to April 2018, Lee was paid S$1,000 every month for his work in the syndicate. After that, he split the profits equally with Boss until he was arrested on Sept 19, 2018.

On the day of the arrest, the police conducted raids simultaneously on the three brothels. Lee and two prostitutes were nabbed at one of the brothels, while six more sex workers were caught at the other two.

The authorities then raided Lee’s vehicle and home, seizing about S$3,000 in cash, several iPhones and boxes of condoms, among other items.

The next day, police officers arrested Masilang and Tan Yong Chong, the man who had “hired” her as his foreign domestic worker.

Masilang had earned between S$800 and S$1,500 a month for about two years working in the syndicate. She paid for her own monthly maid levy and met Tan every month to hand him some money based on their agreement.

Masilang and Tan were not charged but have been dealt with separately, Deputy Public Prosecutor Melina Chew told the court, though she did not give details.

The prosecution sought at least two years’ jail and a fine of S$56,000, saying that the brothels “clearly encroached into residential areas” and “created unease within neighbourhoods”.

Lee’s lawyer, Mr SS Dhillon, asked for 18 months’ jail instead. He said in mitigation that Lee is married to a foreigner with two children, and began working for the syndicate to pay for his stepdaughter’s international school fees because she was not eligible to enrol in a mainstream school.

“He has no previous convictions at all. This financial hardship drove him to earn this meagre income… it is unlikely that this law-abiding citizen will ever re-offend again,” the lawyer added.
