The lights were on the blink, so no foul.

No, it is the recording speed of the video cam, (frames per sec) is not syn with the lights. If you were to video a movie on TV or on a laptop, and when you play it back, you will see that the picture on the tv has lines running or has fuzzy images. So, there is nothing wrong with the tv or laptop, it is just that the speed of the video camera (frames per sec) is not syn with the speed of the tv or laptop.
