Copper wires are often melted by using propane blow torches at the cut ends to prevent fraying and ease assembly thru trunking holes etc. Blowtorches are also used to heat seal plastic tubing to protect electrical insulation or to bind several cores together. I will be surprised management - at least at the supervisory level - does not know this, and that inevitably, they will be used. I think they are not very intelligent as well as darn cowardly. The public is not so much concerned with how it happened . They are more concerned with why it caused the disruption it did.
