This question is really interesting. My conclusion is that it will resolve naturally. What does that mean?

It is a fact that population numbers are a revolving door game. Meaning it will come to a stage where TFR remains low and manpower needs are fulfilled by migrants who come and work and then leave.

Citizen numbers will eventually dwindle down to a critical mass. At one stage the citizens will end up being the owners of the land and make laws accordingly to their benefit. Once that happens, the migrants will produce for the benefit of the owners.

They owners will live like royalty and from then onwards the TFR will gradually rise.

Bad news for commoners (aka peasants) like me. The rich and powerful will never appreciate social cohesion now nor in the past like Tang Dynasty and Roman Empire.
