I can answer your question, no need million dollar ministers. The Singaporean government is trying to tap the talent available in developing countries. They have done it on a larger scale than their competitors. But this is a double edged sword, their have relaxed their entry requirements. Local universities are churning out PRC grads who can do well in exams, but not in assignment. Clearly there is a lack of critical thinking amongst the PRCs as their education system prizes memorising large swaths of information. Furthermore, university infrastructure is not there to give them extra places, they eat into the places available for Singaporean graduates. This means 5% or so of Singaporean students each year who could have gotten a place in NUS or NTU ten years back now have to go SIM or study overseas. In short, the PAP government is selling us, the Singaporean citizens, short as usual. This is nothing new, as they have been doing so for the past decade across many policy decisions from many government organisations. Clearly, this shows a general move by the Singapore government towards profit maximisation and a large populace, irregardless of their nationality. Singaporeans are only there to safeguard the status quo through compulsory conscription.
