In order to qualify as a host for YOG, the country must have representatives for every selected sporting event. Singapore has never had wrestling of any sort, but since it won the right to host YOG, it must send representatives nonetheless. So in less than 3 years (or was it two?) a wrestling federation was set up to pump out Olympic level wrestlers. High aspirations indeed.
