I think the PAP can create multiple layers of city - one layer for the PAPpies, one layer for the foreigners, one layer for the sinkees, one layer for the poor and old, in order of sequence.

I said this before about mpp. I give you an easier example. You have 30sqm and 15sqm occupied by machines with the rest as access way and staff operating areas. You tell me what will happen if you have 30 persons squeezed in there and your product created is 1m3 each. Too much fertilizer will kill the soil and the organisms in it.
