The police are looking for a man to assist with investigations into a case of outrage of modesty reported at Hougang Swimming Complex on Sep 12.

SINGAPORE: A 36-year-old man has been arrested for his suspected involvement in a case of outrage of modesty at Hougang Swimming Complex, the police said on Tuesday (Sep 25).

There were six female victims aged between nine and 13, said the police, adding that authorities were alerted to the case on Sep 13 at about 3.50pm.

The suspect was identified and arrested on Monday along Hougang Avenue 2.

He will be charged in court on Wednesday with outrage of modesty. If convicted, he faces a jail term of up to two years, a fine, caning or a combination of these penalties.

A man suspected of molesting six underage girls at the Hougang Swimming Complex was charged for one of the offences on Wednesday (26 September).

Job Mathew Panakkal, a 36-year-old Indian national, was slapped with one count of outraging the modesty of a person under the age of 14. He had allegedly stretched out his hand and touched the right thigh of a 13-year-old girl while swimming past her at 7.33pm on 12 September.

The police had earlier said that Panakkal was arrested along Hougang Avenue 2 on Monday over the alleged incidents, which took place on 12 September. The six victims are aged nine to 13.

If convicted of molesting a person under the age of 14, Panakkal could be sentenced to up to five years’ jail along with a fine, caning or both.

SINGAPORE - While on holiday in Singapore, an Indian doctor molested four women in the rooftop infinity pool on the 57th storey of Marina Bay Sands.

Jagdeep Singh Arora, 46, was jailed for two weeks on Thursday (July 12) after pleading guilty to two counts of molestation. Two other charges for similar offences were considered during sentencing.

Singh's wife was with him when he touched two of the victims, but court papers did not mention if she saw him committing the offences. It is not known if she was with him when he molested the other two victims.

The court heard that at around 9pm on June 28, a 25-year-old tourist from Lithuania was in the pool when she noticed Singh, who was with his wife.

He moved very close behind the bikini-clad Lithuanian and she felt his hand brushing against her buttock. She turned to look at him and saw his hand in the water touching her.

The woman elbowed Singh before telling her husband about the incident.

Another woman then came forward to tell the Lithuanian that Singh had molested her as well. The women then alerted security officers, the court heard.

Thirty minutes later, Singh molested a 20-year-old Korean woman who was also wearing a bikini. She was in the pool when he touched her stomach.

Deputy Public Prosecutor Mark Yeo said: "She was in a state of shock and did not know how to react. The accused then retracted his hand and walked away."

But he returned minutes later and molested the Korean woman again. He also molested her friend who was nearby.

The Korean and her friend also told security officers about their ordeal and the police were alerted.

Officers arrested Singh at the scene and he later admitted to molesting four women in the pool.

For each count of molestation, he could have been jailed for up to two years and fined or caned.

NEW DELHI (REUTERS) - India has launched its first national register of sex offenders in a bid to stem crimes against women as the country reels from a series of high-profile rape cases.

The database will be accessible only to law enforcement agencies and not to the public, with 440,000 names registered, including those convicted of rape, gang rape, child sex crimes and sexual harassment, according to a home ministry statement.

It will also provide their photos, addresses and fingerprints, without compromising "any individual's privacy".

"The National Database on Sexual Offenders (NDSO)... will assist in effectively tracking and investigating cases of sexual offences," the ministry said in the statement late on Thursday (Sept 20).

The register comes as a spate of sexual assault cases rocked the country, which was named the most dangerous in the world for women by experts in a survey published by the Thomson Reuters Foundation in June.

Earlier this week, police arrested the principal and four staff members of a boarding school in northern India over the rape of a teenage student.

Police said they detained four male students for the rape, which left the girl pregnant. The school staff are accused of destroying evidence and covering up the crime.

In southern Kerala state, protests and calls grew this week for the arrest of a bishop accused of repeatedly raping a nun over a period of two years.

In August, police in northern Uttar Pradesh state rescued 20 girls and three boys from a home where they were sold for sex.

That raid came just weeks after police rescued nearly 30 girls who were sexually assaulted and tortured at a shelter in Bihar state.

The urgency to establish a sex offenders register gained momentum following nationwide outcry over the rape and murder of a Muslim girl in a Hindu-dominated area of Jammu and Kashmir state earlier this year.

The accused, all Hindus, are currently on trial.

The case prompted the government to approve the death penalty for the rape of girls under 12, and also increase the prison term for the rape of older girls and women.

Despite various measures, India's rape epidemic has shown no sign of dying down. More than 100 cases were reported daily in India in 2016, the latest government data shows.

An op-ed piece in the Hindustan Times newspaper on Friday called the new sex-offender register "timely", but worried the government could overreach and misuse data, and warned it "may tarnish a person's life forever if he is reformed".

Many countries, such as the United States, Britain and South Africa keep a record of people who have been convicted of sexual offences such as paedophilia and rape.
