Apparently, the source on FB says he posted to FB groups and Alternative Media but all rejected except Complain Singapore after 3 attempts (but commented disabled).
Says alot. Those FB groups and alternative news media could have been manned by certain group of people trying to protect their kakis?!?!
He also mentioned reported via OneService Gov app but no response.

Masks don't make any difference whatsoever. In fact the way these guys are wearing their masks it actually makes the risk of infection even worse.

It’s our new normal: People should be wearing face masks in public whenever possible, especially in moments where social distancing is not possible, to prevent further spread of COVID-19, according to the Centers for Disease Control and Prevention (CDC).

And in a recent video shared on Twitter, the agency offers up a few friendly reminders of the do’s and don’ts of wearing cloth face coverings. The do’s include wearing a face mask that covers your nose and mouth in public places when you’re around people who don’t live in your household, and washing your hands or using hand sanitizer when you put on and take off your mask.
