i know some gals were asked to entertain high rollers.

but may be from junket operators rather than MBS

Singapore has not been so liberal and slow to grant a lot of junket licences. With the drop in revenues of the two casinos, I expect this to be speeded up.

am i right to say that in the long run, the punter in horse racing is likely to lose and the odds are stacked against him?

If he bet on the favourite whether it is horse racing or soccer, the odds are stacked against him. If he bet on the dark horse, his odd of making money is better. In soccer the same thing. That is why there is a saying that the ball is round, meaning that the favourite can lose and that describes the reality on the ground.

Singapore is indeed a paradise for foreigners, for those coming from poorer countries they can get work here & live comfortably here compared to where they come from. For the Expats, their pay scale is a lot better than what Singaporeans get, they get housing, their kids go to International schools, they have more spending money/disposable income & they have longer holidays & most of all, they have the freedom to come & go.

You mentioned Scandinavian countries earlier, they have very high taxes in those countries but a lot of their tax is spent for the good of their people, for example, Childcare is free or cheaper & better quality than many Central & Southern European countries. Primary & Secondary education is one of the best in the world, they really invest for the next generation. But like many countries, they also have a influx of refugees & migrants & right wing politics are on the rise.

These countries have land, timber, fishing & off shore oil as their traditional industry. Technology & Innovation is something they are big on, i think after Korea, Scandinavian countries have the best Tech infrastructure like fibre & 4G etc.

They have awarded 2 junket licenses to RWS. These are however Mickey Mouse operators active in Malaysia. They would not even be considered operators in big markets like Macau. They are more like sub cons providing high rollers to the main junket players in Macau.

The biggest stumbling block for why the junket market will never develop in Singapore is because of the financial controls. For a junket to work, the junkets have to be able to offer financing to the high rollers. This is especially to the Chinese high rollers to overcome the strict Chinese currency controls. If you are going to offer financing, then you need collection enforcement in the form of triad involvement. Without triad involvement, there will be no way that the junkets can get high rollers that lose large sums of money to pay up. As greedy as the PAP is, I don't see them opening up the market to opaque junket financing and triad involvement in our casinos.

The casino regulatory model that Singapore is adopting is similar to that of Malaysia (Genting) and to some extent Australia. In both these models, the revenue from high rollers via "clean" junkets is not enough to sustain the casinos. In the long run, you need to have fairly large local patronage of the casinos.

With all the restrictions, Singapore will never develop the kind of high roller market that Macau has. They might visit once or twice for novelty sake but that would be about it.
