Should we be surprised that Halimah speaks up for Cocky Koh before he is erected?

Take note of the points above:

1. Showed favour for Dr Koh Poh Koon, believing he would do well in Parliament.

2. Does not want to comment on WP's performance in Parliament.

3. In spite of #2, counter claims against WP's claim, which she did not wish to comment in the first place!

Isn't the above an in-built judgement call from the Speaker? That being the case, with the bias already embedded in her, how partial is she going to be in Parliament?
