Assuming rules-based world order is in place.
Then along came an Asshole with power, wealth, influence and political clout decided to tweak some rules to the Asshole's favor.
The Asshole has the support of many through corruption and bribery.

A small city-state with little clout will have little choice but to abide.
But not for the super powers, since the rules-based world order is easily corrupted
the super powers would have no choice but to return to the might is right arena.

Best advice for a small city state is to take very good care of your own citizens
and stop trying to be a smart aleck advocating for a rules-based world order.
The world is very different from the world pap operates in, pap literally has carte blanche
