Terrorists don't care about these F-15s in an attack. Terrorists are more worried if the intelligence agencies(their opponents) are so capable that these agencies would be able to react swiftly to any intelligence smoke on the radar to arrest them.

Their main fear is effective, efficient intelligence agents, not F-15s. Besides F-15s will not attack a hotel that is filled with innocent hostages; its morally wrong, and also ineffective. And you lose support from the general public.
