Could it be that the economy (Brexit, trump, aussie/kiwi first ect2) cannot support the number of foreigners they wanted to import and fill up these places-so temporarily cut places and number of schools -also cut cost.
Won't be surprised if the ITE's will expand to accommodate the growing number of kids of Pinoys, Indian FT's and PRCs who were supposed to be smarter than locals and go Pre-U but now we realise are ITE calibre.
The Indian FT's who migrate here seems to make the least attempt to even assimilate ,many preferring to send their kids to the so called Indian international schools-where the govt generously allowed them to move into good locations vacated by local schools.
