To Europeans and North Americans, personal freedom means that they can do whatever they want, whenever they want, like jaywalking because they don't give a shit about zebra crossings and traffic lights.
 
Foreigners from developed countries want personal freedom like the freedom to be gunned down, robbed, raped, blown up whenever they are out and about. Since they have no respect for the law, they should not expect to be protected by that same law.
