The driver view of the cyclist was blocked by the black car on the next lane.
I believe nothing will happen to the driver.
The fault is with the cyclist crossing at the very last secs before all the car started to move. Since all other cars already started to move, the driver surely would not stop to check.

SINGAPORE – A man was taken to the hospital after he was hit by a car in front of the One Fullerton shopping mall on Oct 8.
In a video posted on Facebook group SGRV Admin, the man was cycling across a pedestrian crossing along Fullerton Road, towards One Fullerton, when the traffic light turned green in favour of the vehicles.
A green car, travelling in the leftmost lane of the four-lane road, apparently hit the man, throwing his bike two lanes across to the right.
Sprawled on the road in front of the green car, the man did not seem to move in the video, as a crowd started to gather around the scene.
The accident happened at about 5.10pm along 1 Fullerton Road, said the police.
A 56-year-old male cyclist was taken conscious to Singapore General Hospital, said the Singapore Civil Defence Force and the police.
Police investigations are ongoing.

4. The driver of a vehicle who is in the process of turning his vehicle at a road intersection or junction where there is a pedestrian crossing shall stop his vehicle in order to give way to any pedestrian who is either crossing or is starting to cross the intersection or junction.

In fact the driver is a very alert driver that can jam brake on time and causing less impact to the cyclist.

If he can wait for a few seconds more to stop and let the car through, he will have save lots of resources, time and energy on himself and others. Not at all. The LTA clearly states that drivers have to wait for all pedestrians, cyclists, PMD riders etc to clear the crossing even though the lights are no longer in their favor.

This rule is plain common sense. If cars had the right to accelerate once the lights turned green regardless of what was happening in front of them it would be an open season for murder.
