If you want to put an aircon inside the dorm please go ahead.
It is not feasible as the workers are filthy and sweaty. You will cost a lot of issues on their health. It will cost a lot of money and electrical bills just to maintain the standards.

The only way I can think of it is to build the roof higher, operate More fans.
