He is trying to tie the Dr to the hospital. For example, I'm a swimming coach, but I don't have a swimming pool. So I bring my students to Chinese Swimming Club because I'm a member. Then under my supervision, one of my students drowned. So the parents sue Chinese Swimming Club in order to get more money because the parents know I don't have money.
