hello! i thought such frames are paid by taxpayer money and suppose to hang banners benefiting residents. like CC news or Town Council news. how come can hang election banners with candidate photo and logo so big?

Here in West Coast, it's a 50-50 distribution of PAP and PSP posters. Equal quality.
