Singapore pays Malaysia 3 sen per thousand gallons of raw water from Johor and sells treated water back to Johor at 50 sen per thousand gallons, significantly less than the actual cost of treatment. The real cost to Singapore of treating that water is RM2.40 per thousand gallons, meaning Singapore absorbs a loss of RM1.90 for each thousand gallons sold to Johor.
