Empress Ho did imply through her consort that if Lawless Wong won more than the 61% of the popular vote obtained at the 13th general election, she would not micro-manage him.
(Well, Lawless Wong did achieve 65.57% of the popular vote at the 14th general election owing mainly to gerrymandering and votes cast by naturalized citizens)
It appears that she doesn't keep her word and now she's meddling in Sinkie politics by approving or disapproving cabinet appointments.
In ancient China, empresses and empress dowagers were forbidden to meddle in affairs of the imperial court (of course there were notable exceptions).
